PEA/UVIC Job Evaluation Project (JE) Update

Job Evaluation project results, including final salary grade assignments for both JE Questionnaire-rated and proxy-rated positions, will be distributed during the final two weeks in June.

Both the UVic executive committee and the PEA chapter executive have now approved the final costing model of position rankings for implementation. The parties are finalizing the employee FTE data, and preparing the approximately 650 letters for distribution to UVic PEA employees.

The PEA and UVic project managers will be conducting information sessions on June 27 and 28 to answer any general questions about the implementation of the project. The details of meeting times and location will be included with your results.

For positions reclassified to a higher salary grade, the new salary placement (determined in the same way as reclassifications under article 19.09) should be in place as of midnight on June 30, with the resulting increases showing on the July end-of-month pay cheque. Once the new rates are in place on June 30, the annual progression and performance adjustments, as well as the negotiated 2% increase, will be calculated on the basis of the new rates. For positions re-classified upwards, there will also be retroactive pay available back to 2004. The calculations for the retro pay will be done over the summer for tentative payment in the fall.

Incumbents in the 11 positions which have been reclassified downwards will have their salary red-circled (frozen) for purposes of any negotiated increases, however they will continue to receive annual progression/performance increases until their salaries reach the ceiling of their current salary grade. On termination of the current position incumbent, the new salary grade will be applied to new incumbent.


JEC Project Nearing Completion

The PEA and the University of Victoria are close to finalizing the Joint Job Evaluation project and distributing results. While we are unable to formally announce an exact date for distribution, the parties expect to complete the project by the end of June.

The joint project committee met for the final time early last week, followed by the UVic and PEA project managers meeting last Friday with project consultant Ted Byrne to review the final model for implementation. Finalization of costing based on changes to the employee FTE list, and approval by each of the parties are the next steps. The costing finalization is a crucial and time-consuming part of the process, given that we are working within strict monetary constraints that effect project outcomes.

For the PEA, the approval process entails a final review by executive committee members, who have already had several sessions in which they reviewed tentative outcomes and the interim ratings. The executive will meet next week to provide final approval. The University must also meet with its executive for final approval. This process also involves the review of the final report from the project consultant, expected soon.

We are also working on the completion of changes to any elements required in the ongoing maintenance phase of the project, including reviewing rating guidelines and notes, based on changes resulting from the appeal process. While we regret that it has taken this long to finalize the appeals and final ratings, the project has been extremely labour intensive in the final stages, and the parties have been intently trying to complete the work as soon as possible, within the constraints under which we are working.
