Agreement reached on new classification system for Veterinarians

The PEA and the BC Public Service Agency have reached an agreement to implement a new classification system for Veterinarians. The new system will be implemented on a retroactive basis, effective September 15, 2008.

The previous Veterinarian 2, 3 and 4 classifications, placed at Salary Grid Levels 4, 5 and 6 respectively, have been replaced with Veterinarian 5B, Veterinarian Specialist 6A and Veterinarian Leader, 6B, placed at Salary Grid Levels 5, 6 and 6 respectively. Step 7 of the respective grid level applies to the Veterinarian 5B and the Veterinarian Leader 6A.

In addition, the new classification system provides for a Qualification Differential to recognize relevant post graduate education or training beyond the Doctor of Veterinary Medicine level. Veterinarians with a diploma or Master’s degree are eligible for an annual allowance of $2,000 while those with a PhD or Board Certification are eligible for an annual allowance of $5,000. The allowance does not form part of base pay, is pro-rated for part-time employees, is pensionable and is paid on a bi-weekly basis.

The PEA recognizes that the agreement does not address all of the (sometimes competing) concerns raised by members during the consultation process. However, the new classification system does result in improved compensation for the majority of Veterinarians. The PEA views the agreement as a step forward, and expects to revisit the matter during the next round of collective bargaining in 2010.

GLP Convention delegate nominations now open

Nominations open December 5, 2008, for Government Licensed Professionals interested in attending the Association's 2009 Annual Convention scheduled for Friday, May 1st and Saturday, May 2nd in Victoria. Any GLP member may put their name forward as a delegate candidate by contacting a member of the GLP Nominating Committee listed below, or the PEA's Lower Mainland office.

GLP delegates to convention are elected by and from the members in six electoral regions established across the province as follows:

The number of delegate seats assigned to each region will be determined based on membership numbers in each region as of January 5, 2009. Members will be advised of the number of delegate seats assigned to each region, also on January 5th.

Successful candidates must be active members in good standing at the time of convention in May in order to be eligible to attend as delegates. Members of the GLP executive attend convention by right, as per the GLP Chapter Constitution.

Nominations will close at 4:30 PM, January 14th. Candidates are requested to complete a candidate profile form, available from any member of the Nominating Committee (below) or from the PEA's Lower Mainland office (glpexecutive@pea.org).

AGM Report

December 6, 2008

The Government Licensed Professionals Chapter Annual General Meeting was scheduled the evening of November 3 in Victoria with 41 members attending from across the province. Chair Frank Kohlberger reported on Chapter activities over the past year, including the roll-out of the Strategic Plan through membership meetings. Secretary-Treasurer Susan Randle reported on Chapter finances. Vice-Chair Megan Williams chaired the Resolutions Committee and led discussion of the committee’s recommendations on the resolutions submitted to the meeting. The committee’s report is available at pea.org/glp.html.

The PEA and the PSA continue to meet to work on the review of the LSO Classification Plan. The PSA produced an initial set of new draft benchmarks jobs earlier in the year which the PEA sent to all of our members who occupy these positions for feedback. Considerable work remains to test changes in the language of the plan itself.

In other news, the GLP Executive met on October 7 to finalize plans for the 2008 Annual General Meeting. Members who expressed interest in attending the AGM in will be notified directly.
