PEA Bursary Policy
There shall be a Bursary Committee created annually by Association Executive motion and comprised of one Association Executive member, plus up to two members at-large. To the extent possible, the Association Executive will ensure that the diversity of union membership is reflected in committee appointments, and that committees include members new to Association activities. No bursary applicant or relative of an applicant shall be eligible to serve on the Bursary Committee.
The Association Executive may make up to 10 bursaries of $500 each available to PEA members subject to the following terms:
Eligibility
- PEA members in good standing shall be eligible to apply for PEA bursaries.
- Applicants must be registered, or in the process of being registered in a part-time post-secondary educational degree or diploma program for an upcoming educational session. Continuing professional development programs do not meet the eligibility requirement.
- Applicants must be in financial need and meet the following criteria: a) without financial assistance, applicants may be unable to pursue their chosen educational program of study; and b) applicants' financial circumstances prevent them from pursuing full-time studies.
Requirements
- Bursary applicants shall direct applications to the Association's headquarters office, Victoria. Applications shall include a) a typed letter setting out the applicant's education and career goals and b) a statutory declaration that the applicant meets the criteria set out in A.3.
- Deadline for application shall be March 15. Applications must be received in the Victoria PEA office on or before March 15. No late applications will be considered.
Conditions
- Bursaries shall be awarded by the Bursary Committee, as appointed by the Association Executive.
- Bursaries may not be awarded by the Bursary Committee if an insufficient number of suitable applications are received. Unawarded bursary funds shall revert to the Association's general revenue.
- Before applications are presented to the Bursary Committee, the Executive Director shall have all identifying marks removed from bursary applications, and identification numbers substituted.
- Members of the Bursary Committee shall review each bursary application and determine which applications meet the eligibility criteria set out in A above.
- Should the number of applications identified in section C.4 exceed the number of bursaries available, bursaries shall be awarded solely on the basis of a lottery.
- Payment of a bursary award shall be subject to proof of enrollment and attendance in a post-secondary education program as contemplated under A.2. This proof of enrollment and attendance must be received in the Victoria PEA office within 12 months of notification of the award.
- The names of successful applicants will be published in The Professional.
Appeals
- Provided it is consistent with this policy, a decision of the Bursary Committee shall not be subject to appeal. The Association Executive shall hear and conclude any claim that a decision of the Bursary Committee is in violation of this policy.
Policy Review
- Before December of 2007, the Association Executive shall conduct a review of this policy to determine whether a cap should be established on the number of times a member can be awarded a bursary.
